Rising Temperatures, Rising Tensions: The Urban Climate-Conflict Nexus Amid The Global Housing Crisis

Temperatures and tensions are rising in our cities. How are these things linked, and how can we address them together?

​Cities are both culprits and victims of climate change and, increasingly, the centres of conflict. As climate impacts and urban fragility converge, the risks multiply: from forced displacement to rising housing pressures and heightened urban insecurity.

​But there is hope. Integrated, multi-level action can address shared vulnerabilities, build more climate change- and conflict resilient cities, and turn recovery into an opportunity for peace and sustainability.

🔎 Case studies from the field show how cities are innovating at the nexus of climate and conflict:
📌 Yemen (Aden & Tuban Delta) is tackling floods and water scarcity in conflict zones with hydrological resilience.
📌 Jordan & Lebanon are strengthening climate resilience while building social cohesion in displacement-affected urban areas.
📌 Mozambique is delivering climate-proof housing and secure tenure to offer durable solutions for vulnerable communities.
📌 Guinea-Bissau is advancing multi-level, inclusive resource governance to foster peace and climate security.
📌 Syria (Eastern Ghouta) is climate-proofing food, water, and livelihoods to enable safe returns.
📌 Philippines (Mindanao) is integrating peacebuilding with climate resilience through spatial planning.

​ ​🌍 But cities cannot do this alone. As we look to COP30, the Presidency’s call for a global mutirão reminds us: resilience is collective action. Communities, cities, states and nations must row together to scale local innovation, anchoring solutions in national plans and ensuring that what works in one city can spread across regions.

​ ​Ultimately, resilience is about people’s lives: safe homes, reliable access to basic services, and cities that keep functioning through the next crisis. COP30 is our chance to turn this vision into reality.
