Urban Pulse: Resilience at the Crossroads of Climate, Health, and Equity

As climate change intensifies, urban centers are becoming hotbeds for health risks—ranging from heat-related illnesses to the rapid spread of diseases like dengue. Cities, particularly in low- and middle-income countries, stand on the frontlines of this escalating crisis, where environmental stressors collide with longstanding social inequities, disproportionately affecting the most vulnerable populations.

The Urban Pulse report takes an urgent look at how cities worldwide are confronting these challenges. Drawing on a global mixed-methods study, the report highlights climate and health priorities, as well as the resilience strategies cities are adopting to protect their residents. The study involved a survey of 191 respondents from 118 cities in 52 countries, alongside in-depth interviews with stakeholders from diverse urban contexts across Africa, Asia, and Latin America—ranging from Addis Ababa and Lagos to Semarang and Montevideo. Leaders from city governments, civil society organizations, and the private sector have voiced a clear message: the time for action is now.

A Snapshot of Urban Vulnerabilities

The findings paint a striking picture. Two-thirds of cities rate extreme heat, flooding, and air pollution as their most pressing concerns. Alarmingly, 68.8% of cities also report a growing threat from climate-sensitive infectious diseases. However, it’s not just the scale of the environmental dangers that is alarming—it’s the inadequate municipal systems that amplify these risks. From water and waste management to public health infrastructure, many cities are not prepared to shield their populations, leaving millions of vulnerable residents exposed to the harshest impacts of climate change.

The report reveals deep concerns for the most at-risk groups: 78.9% of cities identified the elderly as a priority, followed by children (77.8%), informal settlers (65.4%), outdoor workers (57.1%), and migrants (43.0%). Children, in particular, are seen as the most vulnerable, with their health, well-being, and future at stake.

A Shifting Mindset: Cities Fight Back

Despite these grim challenges, there’s a growing wave of resilience and innovation. Cities are not standing still. Instead, they are actively seeking integrated solutions that blend health, equity, and climate resilience into coherent strategies. Many are already investing in cleaner, more sustainable futures: 41.9% of surveyed cities have begun investing in clean energy, with another 29.1% planning to do so. Green infrastructure projects, such as parks and green spaces, are another area of focus, with nearly half of cities (49.4%) already taking action and more (22.5%) planning investments.

Local production and supply chain resilience are also gaining traction, with over one-third of cities (35.1%) already making investments, and an additional 32.4% set to follow. These efforts show that cities are not only aware of the challenges but are also acting decisively to safeguard their communities through innovation and sustainability.

A Call to Action: Building a Resilient Future

The Urban Pulse report doesn’t stop at merely diagnosing the problem—it offers a roadmap for the way forward. Urging cities to integrate health considerations into their climate resilience strategies, it calls on funders to prioritize those most at risk. Cross-sector collaboration is key, with an emphasis on scaling up best practices through city-to-city knowledge exchanges and fostering resilient infrastructure.

The collaboration between Yale University and the Resilient Cities Network, with support from The Rockefeller Foundation, amplifies the urgency of these city-led actions. This report is more than a snapshot of urban climate and health challenges—it’s a powerful reminder that cities hold the key to a sustainable and equitable future. By sharing actionable knowledge and fostering collaboration, we can help cities thrive in the face of intensifying climate impacts, protecting both people and the planet.

With these insights, the message is clear: cities are the battlegrounds for climate resilience, health, and equity, and their actions today will shape the lives of millions tomorrow. Now is the time to act decisively, to protect the most vulnerable, and to ensure that urban spaces can thrive amidst the climate challenges ahead.
