Drilling for geothermal energy is costly and fraught with risks. A site may fail to yield enough steam, leading to financial losses and environmental harm. According to SAKATA Eiji of Toyo Engineering Corporation, “Geothermal energy has immense promise, but not every location can deliver the right mix of water and heat needed for efficient energy generation.”
Reimagining Geothermal Development: The Carbon Neutral Park
Faced with these challenges, Toyo Engineering is thinking differently. Instead of drilling new sites with uncertain outcomes, the company has proposed a groundbreaking concept: the Geothermal Carbon Neutral Park.
This visionary approach focuses on maximizing energy production from existing geothermal fields. At its core is a closed-loop system, a next-generation technology that circulates water internally to extract heat efficiently—even from fields with insufficient steam.
But the innovation doesn’t stop there. The concept envisions transforming geothermal fields into hubs of sustainable energy and resource production. Alongside electricity generation, these parks could produce green hydrogen, ammonia, and methanol—clean fuels that emit no CO2. They could even recover valuable minerals like silica and lithium from geothermal water, turning geothermal sites into reservoirs of both energy and raw materials.
This strategy not only minimizes risks but also redefines what geothermal energy can achieve. It’s no longer just about power—it’s about creating an ecosystem of sustainable value.
A Partnership for Progress
Indonesia’s Ministry of Energy and Mineral Resources (MEMR) recognized the potential of this concept, leading to a pivotal partnership with Toyo Engineering. In August 2024, the two parties signed a letter of intent to co-develop Indonesia’s Geothermal Master Plan.
“This isn’t a one-size-fits-all approach,” said Sakata. “The MEMR expects us to tailor solutions to the unique challenges of each geothermal field.”
The partnership is set to move from planning to action in 2025, with demonstration projects in Indonesia paving the way for commercialization by 2026–27.

For Japan, this collaboration is not just about supporting Indonesia—it’s about refining technologies that could reshape energy systems worldwide. Despite having substantial geothermal resources, Japan faces local resistance to geothermal projects due to concerns about hot spring depletion. However, the closed-loop system, which operates without impacting surface water, could address these concerns.
Toyo Engineering’s success in Indonesia could set the stage for similar advancements back home and beyond, making geothermal energy a key player in the global effort to decarbonize.
