Incentives for Citizen Participation in Renewable Energy Projects

WHY THIS INFO PACK?
This information pack compiles and interprets the key findings from CRETE VALLEY’s analysis on incentive mechanisms designed to strengthen citizens’ participation in renewable energy projects.
It aims to provide clear insights into which incentive approaches are most effective, feasible, and transferable for real-world implementation.
WHO IS THIS FOR?
This document is intended for a wide range of stakeholders, including:
→ Policymakers and Public Authorities
To understand which combinations of incentives can foster participation and improve public acceptance of renewable energy projects.
→ Energy Communities and Cooperatives
To identify practical incentive mechanisms that can be applied to strengthen citizen engagement and community ownership.
→ Researchers and Project Developers
To support future renewable energy initiatives by applying evidence-based incentive models and adapting them to new contexts.
→ Financial Institutions and Investors
To recognise opportunities for blended finance, alternative funding schemes, and investment models that support citizen-led energy transition projects.
→ Civil Society and NGOs
To design stronger engagement strategies, awareness campaigns, and social inclusion initiatives linked to renewable energy development.
→ Local Governments and Municipalities
To implement local programmes and public tenders that promote citizen participation while addressing social inclusion and energy equity goals.
ABOUT THE CRETE VALLEY STUDY
The CRETE VALLEY project explores pathways to accelerate the energy transition by strengthening citizen involvement.
Through interviews and questionnaires with citizens and community representatives, the study identified key social and economic factors that influence participation in renewable energy projects.
Building on lessons learned from previous EU-funded initiatives, the project mapped and evaluated a broad range of incentive mechanisms based on their ability to:
- increase public acceptance of renewable energy projects,
- address energy poverty,
- support the development of prosumers and energy communities.
This initial mapping resulted in a comprehensive incentive list (Table 1), which became the foundation for selecting the most relevant incentives for deeper analysis and adaptation.
As the project progressed, the study shifted from theoretical exploration to practical implementation, identifying incentive options that are most tangible, feasible, and transferable
