BELÉM, BRAZIL – While the world looks to the stars for solutions, Indonesia is looking beneath the waves. At the COP30 summit in Brazil, Indonesia didn’t just join the conversation on climate change it rewrote the script by launching the Blue Carbon Ecosystems Roadmap and Action Guide.

This isn’t just another policy document. It is a strategic manifesto for the 21st century, signaling Indonesia’s intent to transform its vast coastal “blue forests” into a global powerhouse for climate resilience and economic innovation.

The Unsung Heroes: Mangroves, Seagrass, and Salt Marshes

Indonesia is the custodian of a global treasure: 20% of the world’s mangroves. These underwater forests are the heavy lifters of the natural world, sequestering carbon at rates that make traditional terrestrial forests look like amateurs.

Until now, ecosystems like seagrasses and salt marshes have been the “forgotten” assets in climate bookkeeping. That ends today. The new Roadmap serves as the bridge between:

• Policy Power: Integrating the marine sector into Indonesia’s Second Nationally Determined Contributions (NDCs).

The announcement coincides with the landmark Presidential Regulation No. 110 of 2025, which establishes a formal Carbon Economic Value (CEV). This move effectively turns conservation into a viable industry. By creating a legal framework for carbon trading and performance-based payments, Indonesia is inviting the world to invest in its “blue” success.

Minister of Environment H.E. Hanif Faisol Nurofiq emphasized that this is about more than just biology it’s about leadership. By linking land and ocean action, Indonesia is setting the gold standard for how a modern, low-carbon economy should operate.

This initiative is a masterclass in cooperation. Developed by three Indonesian ministries Marine Affairs, Environment, and Forestry with the technical backing of the Global Green Growth Institute (GGGI) and funding from Canada, the Roadmap proves that saving the planet requires a team effort.
