This comprehensive report captures the discussions and outcomes of the 2025 Ocean and Climate Change Dialogue, which explored three pivotal topics:
👉 Ocean-based measures in national climate strategies (Tagar#NDCs)

💡From the Ocean & Climate Platform‘s perspective, the main takeaways from the Dialogue are:
1️⃣ An ambitious and forward-looking vision – The co-facilitators, Ambassador Carlos Marcio Cozendey (Brazil 🇧🇷) and Ulrik Lenaerts (Belgium 🇧🇪), set a clear and ambitious direction for the 2025 Dialogue, positioning it as a key platform to “transform ambition into concrete action”. Grounded in the Global Stocktake, their vision reinforced the Dialogue’s mandate to integrate the ocean across the UNFCCC and align ocean-based action with climate goals.

2️⃣ Strategic priorities aligned with the COP30 agenda – The three priority areas of the Dialogue reflected a targeted, policy-relevant agenda aligned with Tagar#COP30, thereby providing Parties actionable pathways to integrate ocean-based climate solutions, while leveraging key initiatives like the Blue NDC Challenge.

3️⃣ A strong connection with the outcomes of the 3rd UN Ocean Conference – The Dialogue represented a key milestone on the road to COP30, building on the growing momentum to assess progress made, consolidate key outcomes and initiatives from Tagar#UNOC3, and chart the next steps for advancing ocean-climate ambition within the UNFCCC.

Looking ahead, the challenge will thus be to translate this momentum into tangible outcomes, ensuring that ocean-based solutions are fully integrated into national climate strategies.
