The power of integrity : article 6 and the future of carbon markets

In recent years, the landscape of carbon markets has undergone significant transformations, notably with the ascendance of independent standards driven by corporate-driven demands, which now constitutes the so-called “Voluntary Carbon Market (VCM)” as a pivotal force in climate action. This shift was catalyzed by the gradual decline of the CDM, once the most important cornerstone of international efforts to incentivize mitigation efforts through carbon finance under the Kyoto Protocol. The CDM’s faltering was mainly due to the European Union’s strategic move to exclude most CDM credits from the EU Emissions Trading System (ETS), prompting investors to seek alternative instruments to meet their carbon offset needs.

The rise of the VCM, however, is not just a story of market evolution but also one of growing contention. As companies continue to express a pressing need for credits to offset their unavoidable emissions, the fragmented VCM has emerged not merely as a supplement to multilateral carbon markets under the UNFCCC but as a formidable competitor. This development raises critical questions about the role
and regulation of such markets in a global strategy against climate change.

Amidst this backdrop, the concept of multilateralism emerges as an indispensable tool. With its inherent complexity and global reach, the climate crisis demands cohesive and unified responses over fragmented
and isolated efforts. Multilateralism in carbon trading, embodied by Article 6 of the Paris Agreement, offers a structured approach to ensuring that all nations can voice their needs while collaborating effectively towards the common goal of emission reduction. This introduction sets the stage for an in-depth discussion on the pivotal role of Article 6 in redefining the governance and integrity of carbon markets for public and private sector needs alike.
