Transforming Transport in Pakistan Pathways to Decarbonization

Pakistan’s transport sector is a critical pillar of the economy, contributing 10% to GDP and 6% to employment. However, it’s also a major emitter, accounting for 10% of the country’s GHG emissions. With rapid urbanization and outdated infrastructure, the sector faces inefficiencies costing 4-6% of GDP annually.

The Solution:

Decarbonizing transport isn’t just an environmental imperative. it’s an economic opportunity.

The Avoid-Shift-Improve (ASI) framework offers a roadmap:
1️⃣ Avoid unnecessary trips through better urban planning.
2️⃣ Shift to sustainable modes like public transit, railways, and electric vehicles (EVs).
3️⃣ Improve efficiency with cleaner fuels, modern fleets, and smart infrastructure.

Key Actions:

– Electrify Mobility: Transition to EVs, especially 2/3-wheelers, supported by charging infrastructure.
– Revive Railways: Prioritize freight transport to reduce road dependency.
– Inclusive Public Transport: Address first/last-mile connectivity and adopt Transit-Oriented Development (TOD).
– Policy Alignment: Enforce fuel standards (e.g., Euro-5), incentivize green financing, and scrap old vehicles.

From carbon pricing to land-value capture, international models show how green transport can drive growth. Pakistan’s updated NDC targets 30% EVs by 2030—but success hinges on public-private collaboration and systemic reforms.
