URBAN-RURAL LINKAGES: GUIDING PRINCIPLES

Over half the world’s population now lives in urban areas—but no city can thrive without its rural connections.

From food systems to water, labour to ecosystems, rural territories are essential to urban life. To respond to this interdependence, UN-Habitat developed the Urban-Rural Linkages: Guiding Principles, offering a Framework for Action to promote inclusive, integrated, and functional territorial development.

At the heart of this framework are 10 principles—ranging from integrated governance and financial inclusiveness to data-driven, participatory, and environmentally sensitive approaches—all rooted in the commitment to leave no one and no place behind.
