By systematically analyzing these factors, the assessment aims to identify priorities for EU policy action. This structured approach combines quantitative risk assessment with qualitative considerations, ensuring a comprehensive understanding of the challenges posed by climate change. Through this process, policymakers can better allocate resources and develop strategies to mitigate the most pressing risks while promoting social equity and justice.
