World cities report 2026: the global housing crisis, pathways to action

3.4 Billion Reasons to Act: Why Global Housing is the Ultimate Crises of 2026

We have spent decades treating housing as a luxury, a commodity, or a line item on a budget. The World Cities Report 2026 delivers a harsh truth: that approach has failed.

Today, a staggering 3.4 billion people do not have a safe, secure, or adequate place to call home. To put that in perspective, that is nearly half the planet. Within that number, over 1 billion people are surviving in informal settlements and slums—navigating a daily reality of overcrowding, zero safety guarantees, constant environmental threats, and no reliable running water or electricity.

Despite decades of global promises declaring housing a fundamental human right, we are slipping backward.

The Widening Gap

The math of the crisis paints a bleak picture, driven by economic instability, rapid urbanization, and a severe lack of long-term investment.

Global Housing Unit Shortage:
2010: 251 Million Units
2023: 288 Million Units (▲ +37M)

Behind these deficits lies an even more painful reality: forced displacement. Driven from their homes by escalating conflicts, violence, and climate disasters, millions are left with nothing. In fact, between 2003 and 2023, an estimated 64 million people were evicted globally, shattering families, destroying livelihoods, and fracturing communities.

More Than Four Walls and a Roof

The core message of the 2026 report is that housing is not just about shelter. It is the master key to human potential.

The Ripple Effect: Where you live dictates how you live. It determines your health, your access to clean water, whether your children can get an education, and your proximity to jobs and economic opportunity.

If we want to tackle global poverty and achieve the Sustainable Development Goals (SDGs), we have to start with the foundation. Transforming slums and securing affordable, well-located housing isn’t just charity it is the single most effective way to unlock social and economic mobility.

The Green Blueprint: Climate Action Starts at Home

We cannot solve the climate crisis without rewriting the rules of housing. The report directly links urban resilience to the way we build.

  • Green Building: We urgently need low-carbon, energy-efficient housing to cut global emissions.
  • Infrastructure: Homes must be structurally fortified to withstand the increasingly violent weather patterns caused by climate change.
  • Community Integration: True sustainability means listening to the people on the ground. We must support community-led initiatives to upgrade neighborhoods, recognizing that informal settlements are not “blights” to be erased, but vital, integral parts of our cities.

The World Cities Report 2026 is an urgent call to action for governments, developers, and global leaders. It is time to stop viewing housing through a purely financial lens. We must recommit to housing as a non-negotiable human right not just to build roofs, but to build a greener, safer, and fairer future for everyone.
