Strengthening Cities and Children Through Play: A New Vision for Urban Resilience

In an era when the majority of children are growing up in urban environments, creating spaces that nurture happiness, creativity, and resilience is essential for a brighter future. Now, a groundbreaking initiative, Strengthening Urban Resilience through Play, is putting play at the heart of city resilience strategies worldwide. Spearheaded by the Real Play Coalition and the Resilient Cities Network, this initiative brings together cities like Houston, Milan, Belfast, Barcelona, Colima, Ramallah, and Tbilisi to champion the power of play in fostering well-being, development, and resilience for both children and urban areas alike.
As urban areas confront mounting pressures from climate change, economic shifts, and social challenges, the need for resilient city structures has never been greater. But resilience isn’t just about infrastructure—it’s about people, starting with the youngest citizens. This new report, a collaboration with Arup and the LEGO Foundation, presents findings from a series of peer-to-peer learning events, public discussions, and a survey conducted between June and September 2021, to reveal how play is a vital yet often overlooked part of resilience-building.
Three Pillars of Play-Driven Resilience
The report centers on three priority themes:
- Co-creation and Inclusion: This theme emphasizes the importance of involving children, caregivers, and communities in the design of play spaces. When children participate in shaping their environments, they develop a sense of ownership and pride, which strengthens community bonds and ensures these spaces reflect the needs of their users. Case studies highlight successes from cities where play spaces were designed inclusively, showing that inclusive planning fosters environments where everyone feels welcome and supported.
- Urban Planning and Quality of Play: Not all play spaces are created equal. This pillar highlights how strategic urban planning can maximize the quality and accessibility of play areas, integrating them as essential components of resilient neighborhoods. Thoughtful design can create spaces that are safe, diverse, and adaptable to different age groups, making play a central part of urban life. Insights from the report illustrate how cities are transforming overlooked spaces into dynamic, playful zones that engage and enrich communities.
- Finance and Funding of Play: Scaling up play-focused initiatives requires creative funding solutions. By exploring innovative financing models, such as public-private partnerships and social impact investments, cities can ensure that play becomes an enduring part of urban landscapes. The report provides examples of how financial partnerships are enabling cities to overcome budget constraints, creating lasting and impactful play spaces for the benefit of current and future generations.
Why Play Matters for Resilience
Play is far more than entertainment. It builds critical life skills in children—curiosity, problem-solving, empathy, and adaptability—that prepare them to navigate challenges. By investing in play, cities are building a foundation of resilience that extends to all corners of the community. Studies have shown that children who grow up with access to play are more likely to develop into resilient adults who contribute positively to society. For urban practitioners and city leaders, this report serves as a compelling call to action, encouraging them to think beyond traditional infrastructure and recognize the powerful role that playful spaces play in creating resilient urban systems.
The goal of the report is to inform, inspire, and mobilize stakeholders—from city officials to urban planners and community leaders—on the critical role of play in urban resilience. Through concrete case studies and practical recommendations, it makes a powerful argument for why cities worldwide should prioritize play as a tool for creating healthier, happier, and more resilient futures.
