Facing climate disasters Indonesia critical need for a climate law

Currently, the Center for Regulation, Policy and Governance (CRPG) is collaborating with
several groups in the House of Representatives (DPR) to conduct a study on a Draft Law (RUU)
concerning climate change. Through several expert discussions, CRPG has identified a number of
strategies that the DPR can undertake to mainstream climate change management, including: (i)
creating a specific law to regulate climate change management, (ii) gradually integrating adaptation
and mitigation into sectoral laws, and (iii) maximizing the DPR’s oversight and budgetary functions
in climate change management. This study on the Climate Change Management Bill is one of the
strategies pursued by CRPG. Other strategies can be adopted to accelerate the effectiveness of
mainstreaming climate change into the development agenda.
CRPG views climate change as an existential crisis for Indonesia (NKRI). On several occasions, CRPG
has invited various parties to consider whether the NKRI can remain intact if, in the coming years or
decades, there is a systemic failure in the food system, water resources, heatwaves, and rising sea
levels. The State and the Government have an obligation to “protect the entire Indonesian nation
and homeland of Indonesia” from this climate disaster.
