Resilience Expenditure Landscape

This first Resilience Expenditure Landscape report presents patterns in public spending related to disaster risk reduction (DRR) and climate change adaptation (CCA). The report relies on the classification of expenditure according to its contribution to DRR and CCA, using a coordinated system of DRR and CCA budget tagging (DCBT). It follows a paper (Choi, et al., 2023) that reviews the full range of related initiatives and a DCBT guide (UNDRR, 2023) that recommends common principles that countries may wish to consider whilst building their own country-specific DCBT guides. This initial edition could be the first of a series, produced either annually or biennially, if funding permits, with each having a different thematic focus. As this edition is the first, the focus is on building comparability in methods to classify DRR and CCA expenditure. The compilation of future editions could be led by a disaster and climate expenditure observatory (DCEO), which would maintain a register of DCBT initiatives, provide technical support to countries in introducing DCBT, promote exchange of countries’ experiences, review emerging evidence on DRR and CCA expenditure patterns and highlight policy issues, especially in relation to the evolving international situation for financing DRR and CCA.
