Seizing the urban opportunity

Cities: The Key to Our Climate Future

Our cities are at a crossroads. While they generate nearly 70% of global CO₂ emissions, they also hold the key to solving the climate crisis. Despite this, national climate plans often ignore them, and that’s a mistake we can’t afford to make. By putting cities at the center of our climate strategies, we could close up to 40% of the global emissions gap by 2030, all while improving daily life for millions of people.

A New Approach to Climate Action

The UN-Habitat has a clear, three-step plan to help countries unleash the power of cities in the fight against climate change. It’s a simple framework that shifts the focus from a top-down approach to one that is collaborative and grounded in urban realities.

  1. Assess: We need to start by understanding where we are. This means taking a close look at existing climate plans and identifying how they intersect with urban policies.
  2. Prepare: Next, we must build a stronger foundation. This involves creating better systems of governance that connect national and local governments, ensuring everyone is on the same page.
  3. Co-design: Finally, we need to work together to create climate plans that are truly “urbanized.” This means including specific goals, challenges, actions, and funding for cities.

The Road Ahead

The message is simple: we can’t meet our climate goals without our cities. The next round of climate pledges, known as NDCs 3.0, offers a critical opportunity. By COP30, countries have the chance to make these commitments more inclusive, actionable, and effective. As we approach World Habitat Day on October 6, 2025, the focus on urban crises, including climate change, reminds us that the solutions we seek must begin in our cities.
