New Report: Scaling Up Green Guarantees

Guarantees are one of the most powerful, yet underused, investment tools for unlocking private capital for climate action in emerging markets and developing economies (EMDEs). They can mitigate risk, lower borrowing costs, and strengthen local financial systems. But current use is far below what’s needed to meet climate finance targets.

In their latest report, the Green Guarantee Group (GGG)—bringing together governments, multilateral development banks, the private sector, civil society, and a Wise Persons Group—sets out four key recommendations and eleven actionable steps to transform guarantees from a fragmented niche instrument into a cornerstone of climate finance.

Together, these recommendations offer a pragmatic and politically relevant roadmap for the target of mobilizing the USD 1.3 trillion a year by 2035 for EMDEs, in line with the Baku to Belém Roadmap and the COP30 Circle of Finance Ministers.
