5 Different types of evaluation

Mastering the Five Pillars of Evaluation
The biggest headache in Monitoring and Evaluation (M&E) isn’t defining the perfect metric; it’s selecting the right kind of evaluation at the right moment. Choosing the wrong one can be a costly misstep, leading to wasted resources and questionable results.
Think of an M&E strategy like building a house: you need different tools for different phases. Here is the straightforward blueprint to knowing which evaluation to deploy, and when:
The Five Essential Evaluation Types
| Evaluation Type | When to Use It | The Core Question | What It Delivers |
| 1. Formative Evaluation | Design Stage | “How can we improve this programme before it launches?” | Provides crucial input to refine the design, strategy, and materials before they’re set in stone. |
| 2. Process Evaluation | During Implementation | “Are we delivering as planned, and reaching the right people?” | Assesses operational efficiency, fidelity of implementation, and participant reach. It’s the mid-flight check. |
| 3. Outcome Evaluation | Short- to Medium-Term | “What specific changes are showing up for participants?” | Measures the direct results and initial effects (knowledge, attitudes, skills) that immediately follow participation. |
| 4. Summative Evaluation | At Completion or Milestone | “Did the programme achieve what it set out to do overall?” | Provides a final judgment on the program’s overall success, worth, and whether goals were met. |
| 5. Impact Evaluation | Long-Term Horizon | “What lasting difference did we make and was it because of this programme?” | Establishes causality and measures the deep, long-term, systemic changes attributable to the intervention. |

The Critical Takeaway
Effective M&E isn’t about running every evaluation; it’s about asking the right question at the right time. Using a Summative Evaluation at the design stage, for instance, is like asking if a cake is done before you’ve mixed the batter it’s pointless, expensive, and provides zero value.
