Building resilience to heat in the city of Athens

Extreme heat is now Europe’s deadliest climate-related hazard, responsible for over 85 percent of weather-related fatalities between 1981 and 2020. Without swift adaptation, Mediterranean capitals could feel up to 15 °C hotter than today’s rural baseline by 2050. Athens already one of the hottest capitals on the continent illustrates both the urgency of the threat and the opportunity for city-led solutions.
This case study distils years of research, stakeholder workshops, spatial analysis and local pilots offering a practical blueprint for other urban areas confronting rising temperatures. This report fills a critical knowledge gap: despite Athens’ global profile as a heat-resilient pioneer, its concrete strategies and onthe-ground actions remain scattered across technical papers, municipal memos, and project briefs. Developed under the EUfunded ARSINOE programme, the report translates that evidence into a clear, practice-oriented narrative. Ultimately, the report is designed for practitioners, policymakers, and funders seeking actionable guidance on extreme-heat adaptation.
