Strengthening energy resilience through social protection

This working paper is authored by Kanupriya Gupta, senior economist, Asian Development Bank (ADB);
Charmi Mehta, ADB consultant; and Priyanka Roy, former ADB consultant for Public Sector Management
and Governance (PSMG), Sectors Group, ADB, as part of ADB’s technical assistance project, COVID-19
Active Response and Expenditure Support (CARES) Program for India. Any recommendations or
ideas presented are the opinions of the authors, and readers are advised to make decisions based on
their judgment.
The paper derives insights from a survey conducted on a sample of 8,473 households comprising PMUY
beneficiaries and nonbeneficiaries across eight states in India Maharashtra, Karnataka, Andhra Pradesh,
Jharkhand, Madhya Pradesh, Assam, Himachal Pradesh, and Uttar Pradesh. The study also undertook
interviews, discussions, and focus group discussions with officials from the oil marketing companies,
district officers and coordinators, who are at the forefront of the scheme’s implementation.
The authors appreciate the efforts of Kantar Public, who conducted the survey on the ground, households
that participated in the surveys and lent a voice to the research, officials from the oil marketing companies,
and district nodal centers, whose insights greatly enriched the study. The study benefited immensely
from the keen expertise of the study mentors: Farzana Afridi, Ajay Nagpure, and Pravin Jha. Furthermore,
