A Call to Action: Clean Air for Jakarta

As we approach the International Day of Clean Air for blue skies on September 7, Acting Governor of Jakarta, Heru Budi Hartono, shares a powerful message about the city’s commitment to tackling air pollution.

Jakarta, a bustling metropolis home to 10.5 million people, is a vital economic hub, contributing over 16% to Indonesia’s national economy. However, this rapid development comes with significant challenges, particularly in terms of air quality. With over 17.3 million motorcycles and 3.7 million passenger cars on the roads daily, the city’s air quality is deteriorating, posing severe health risks, especially to vulnerable groups.

“Clean air is a fundamental right,” says Governor Heru. “It is our collective responsibility to safeguard this right for every resident of Jakarta.”

The Fight Against Air Pollution

Governor Heru emphasizes the need for a comprehensive, collective effort to address air pollution. This involves active participation from residents, civil society, businesses, and government agencies. Since September 2022, Jakarta has made significant strides in this battle. The Governor’s Decree on Air Pollution Control Strategy outlines a detailed plan with 16 programs and 68 action plans aimed at reducing emissions from both mobile and stationary sources.

Achievements and Innovations

Jakarta has expanded air quality monitoring with both reference stations and low-cost sensors to better understand the city’s air quality. The government is targeting the most polluting activities, such as coal stockpiling and steel smelting industries, with administrative penalties. Additionally, the number of emission testing locations has increased, and new parking disincentives for the most polluting vehicles have been introduced. The promotion of electric vehicles is also a key focus, with 100 electric buses currently in operation and plans to add another 200 in 2024.

Success Stories

The implementation of micro-scale low-emission zones in Kota Tua and Tebet Eco Park has shown significant improvements in air quality. These successes provide a basis for expanding the scheme to other parts of the city.

A Global Commitment

Jakarta’s commitment to cleaner air is underscored by its participation in the C40 Clean Air Accelerator. This pledge highlights the city’s determination to adopt innovative solutions and accelerate progress toward achieving cleaner air. Collaborations with C40 Cities, Vital Strategies, Clean Air Fund, and Bloomberg Philanthropies under the Breathe Cities Jakarta Programme aim to reduce emissions from transportation and industry and implement integrated low-emission areas, known as “Kawasan Nol Emisi.”

A Collective Endeavor

Governor Heru calls for a deeper understanding of air pollution and a collective effort to safeguard Jakarta’s residents from exposure to polluted air. “We must build a collective endeavor that requires more than just policy changes; it demands active community involvement and support,” he urges. “Through effective policies, collaborative actions, and community-driven initiatives, we can work together to clean our air and create a healthier and more sustainable Jakarta for all.”
