A Guide to updating resilience strategies for success
The purpose
During the formative years of the Resilient Cities Network (R-Cities), each member city appointed a Chief Resilience Officer (CRO) upon joining the network and proceeded to develop an Urban Resilience Strategy through an inclusive, multi-stage process. The Resilience Strategy was the first planning tool that approached urban resilience with a holistic perspective, analyzing the main shocks and stresses that challenged citiesโ systems. The strategy process was also an opportunity to establish and elevate the CRO as the resilience leader in the city and in the network. Our resilience community has now been building resilience for a decade. The work undertaken by the CROs and their teams, as well as R-Cities and its partners, has led to a new practice of urban management and international cooperation. With climate and other shocks becoming more frequent, severe, and overlapping, there is an urgency to get smarter and faster in building resilience. Cities need to plan for uncertainty and prepare for current and future risks. Thus, Resilience Strategies must swiftly assimilate emerging shocks and stresses within urban environments to remain pertinent. Furthermore, shifts in political landscapes, whether at the municipal or national level, may necessitate realigning these strategies with the priorities of incoming administrations.
The proposal
To meet the evolving needs of our cities and communities, we have harnessed the collective intelligence of our members to develop this Guide to Updating Resilience Strategies, which aligns with cities priorities, needs and perspectives, drawing upon a wealth of data and insights accumulated over the past decade. This guide is tailored for member cities seeking to enhance their Resilience Strategies, providing concise direction and practical methodologies to facilitate the development of updated strategies. It aims to leverage the insights gained from previous strategies, thereby enabling the creation of more robust and refined approaches. Users of this guide will find practice-oriented direction for the development of the new strategy, examples from different cities, recommended methodologies, and toolboxes with useful resources. โResilience Practice: A Guide to Updating Resilience Strategies for Successโ is meant to be a compass in the journey of updating a resilience strategy. It is made up by the 5 key steps that should be followed through this process.
