Bluefood assesment Indonesia

Indonesia through the Ministry of National Development Planning (Bappenas) has Economy
Roadmap in 2023. It sets out a pathway toward a diversified and sustainable maritime economy
for Indonesia, based on ways to ensure the health and resilience of ocean ecosystems and secure
benefits for current and future generations. The roadmap provides an overarching structure to
realize Indonesia’s blue economy agenda. It covers all necessary elements and steps. It will serve as an
essential component in the economic transformation toward Indonesia’s Vision 2045 and present
pathways to increase productivity as an emerging source of growth.
The assessment of blue food for Indonesia marks an initiation into the implementation of the Indonesia
Blue Economy Roadmap. As outlined in the roadmap, the Indonesian blue economy is envisioned
to develop in five phases. After consolidation in the first phase, the second and third phases promote
and increase investment in all factors that matter for blue development. Productivity enhancement and
product diversification are the key themes in these phases.
The fourth phase seeks to strengthen the competitiveness of blue food by further investing in capital, including human capital, and by improving the well-being of coastal or small-scale actors‘
communities and the health and quality of the natural environment, which form the sector’s backbone.
The fifth phase advances all aspects of blue food development, especially by furthering actions to
sustain and ensure its inclusivity. It is important to note that blue food has become an integral part of the forthcoming National Longterm Development Plan (Rencana Pembangunan Jangka Panjang Nasional, RPJPN) 2025-2045. Blue food is designed to contribute to the longterm development of social and cultural resilience. It is incorporated as one of the policy directions to support the transformation toward a sustainable, healthy, and robust food system based on natural resources and local wisdom.
The inclusion of blue food in the twenty years development plan, also provides a basis and input
for more refined levels of development planning over this period, through the phases of the Medium-term National Development Plan (Rencana Pembangunan Jangka Menengah Nasional, RPJMN) 2025-2029
and the Strategic Plan (Rencana Strategis) at the ministry and local government levels.
The development of blue food also aligns with a partnership framework on National Blue Agenda
Action Partnership (NBAAP), as a collaboration multi stakeholders platform between the Government
of Indonesia (GoI), United Nations agencies and international development partners, launched
during Ocean-20 Meeting in 2022, to achieve the development targets set by the national development
plans and the Sustainable Development Goals (SDGs)
