Urban resilience refers to a city’s capacity to survive, adapt and thrive in the face of chronic stresses and acute shocks. Energy is a crucial element of urban resilience, as it powers the essential services and functions that urban communities depend upon. Urban energy resilience is a multifaceted concept that encompasses a city’s ability to maintain critical energy services despite, during and after different shocks and stresses. It involves strengthening energy systems, promoting energy efficiency, and diversifying energy sources all while ensuring that solutions are equitable, risk-aware and environmentally sustainable. Urban energy resilience also leverages the interconnectedness of various urban systems to enhance overall resilience. A holistic approach to energy and urban resilience requires cities to:
- Understand the risks and vulnerabilities not only of their physical energy infrastructure but also the interconnections and interdependencies among various urban systems and stakeholders that influence the production, distribution and consumption of energy.
- Examine their institutional structures, alignments and collaborations to effectively address and respond to critical energy challenges.
- Assess the social, economic and environmental impacts of advancements and transitions within the energy system, weighing the potential costs and benefits for urban development and quality of life.
