The Climate Action Monitor 2024

The impacts of climate change have become increasingly apparent this year, with rising global average temperatures exacerbating climate-related hazards and risks. These growing threats are bringing us dangerously close to crossing irreversible climate tipping points. However, countries have a critical opportunity to tackle this challenge by adopting comprehensive and ambitious commitments in the upcoming round of Nationally Determined Contributions (NDCs) in February 2025.

A Need for Effective Action

Findings from the latest International Programme for Action on Climate (IPAC) Climate Action Monitor reveal that while commitments have been made, they are yet to translate into effective action. The OECD’s Climate Action Policy Measurement Framework (CAPMF) highlights that the adoption and stringency of climate policies expanded by an average of 10% annually from 2010 to 2021. However, this momentum has slowed significantly in recent years, with only a 1% increase in 2022 and a 2% increase in 2023. This deceleration underscores the urgent need for more robust and impactful climate policies.

Insufficient Targets for Emission Reductions

Current greenhouse gas (GHG) emission targets, even if fully implemented, fall short of what is required to meet the Paris Agreement’s temperature goals. To limit the rise in average global temperature to 1.5°C above pre-industrial levels, the Intergovernmental Panel on Climate Change (IPCC) has emphasized the need for a 43% reduction in global emissions by 2030. Achieving this target will demand greater ambition, paired with coordinated global efforts to ensure that the transition is both sustainable and equitable.

The Role of COP 29 in Driving Ambition

This year’s United Nations Framework Convention on Climate Change (UNFCCC) Conference of Parties (COP29) presents a pivotal opportunity to elevate climate ambition and catalyze action. Building on the OECD’s multidisciplinary expertise, the IPAC Climate Action Monitor plays a crucial role in supporting global climate action by offering harmonized and comparable data. This includes key indicators such as GHG emissions trajectories, trends in climate-related hazards, and progress on climate action.

Tracking Progress for a Sustainable Future

Enhanced climate ambition and effective action must be underpinned by rigorous tracking of commitments and progress. Such an approach is essential not only to achieving global climate goals but also to fostering a more sustainable and inclusive future for all.

By bridging the gap between commitments and implementation, we can pave the way for a resilient, low-carbon future that benefits communities and ecosystems worldwide.
