Net zero transformation framework

This framework, developed by the University of Cambridge Institute for Sustainability Leadership (CISL), presents a structured pathway to help organizations move beyond incremental change and pursue deep, systemic climate action.

It begins with setting a transformative agenda. This means aligning organizational strategy with a purpose-driven vision and creating a clear mandate to challenge existing assumptions and disrupt the status quo.

Understanding the complexities is the second step. Organizations are encouraged to assess material impacts, dependencies, and system dynamics across four levels: individual leadership, company, value chain, and the broader system.

Rather than treating environmental action as a compliance issue, this approach frames net zero as a strategic transformation. It urges leaders to work with participatory tools, engage stakeholders, and evaluate legacy products or services that may no longer align with a climate-aligned future.

The third step focuses on creating the enabling conditions. These are the internal foundations that support change, such as governance structures, leadership development, business integration, and cultural alignment.

It also includes the capacity to innovate, mobilize finance, and influence the external environment through partnerships and advocacy. Without these conditions in place, transformation efforts often stall or fail to scale.

Step four is about innovation. But not in isolation. The recommendation is to take a portfolio approach, combining multiple interventions across different parts of the organization and external system.

The four levels of change identified are individual leadership, company-wide strategy, value chain collaboration, and wider systems engagement. Each level reinforces the others, creating momentum for lasting change.

Organizations are encouraged to design, test, and iterate on these interventions. The process is dynamic: deliver, observe, learn, and adapt.

The final step is to mainstream and secure innovations. Once new approaches show results, they should be embedded in core operations and supported through internal mechanisms that reinforce their longevity.

This may require refining strategies based on failures, combining innovations in new ways, or shifting investment to areas with greater long-term potential. Successful transformation is never static.

The net zero transformation framework offers organizations a clear, integrated approach to drive change across levels, structures, and systems, aligning ambition with action.
