Global South CLT Initiative: Peer Exchange in South Africa

After more than a year of sustained engagement, the Development Action Group (DAG) convened a four-day peer exchange in Cape Town, including a day of site visits, that brought together community leaders, practitioners, and legal experts from Brazil, Puerto Rico, Uganda, and South Africa. Grounded in visits to local informal settlements and community-led housing sites, and in dialogue with municipal officials, the exchange asked a simple but difficult question: how can CLTs and other collective land tools support tenure security and basic services in self-built communities?

In collaboration with Beautiful Gate, the Philippi Economic Development Initiative (PEDI), and the International Center for CLTs, and made possible through research and convenings commissioned by the Lincoln Institute of Land Policy, the exchange connected participants across a shared set of challenges: how to strengthen community leadership and organizing while advancing the legal and institutional frameworks that allow CLTs to help unlock public investment in infrastructure, even on privately owned land.
