Building community resilience through technicaland vocational education and training in Bangladesh

The Government of Bangladesh has identified developing skills, knowledge, and human capital as one of its core strategies for building resilience and tackling climate change. Its National Adaptation Plan 2023–2050 includes six core goals, one of which focuses on transformative capacity-building and innovation for climate change adaptation, to equip its population with “better abilities, skills and understanding to address climate issues in a holistic, inclusive, feasible and sustainable way.” Efforts are also needed to narrow the gender gap in accessing education and other related services. Technical and vocational education and training (TVET) systems have the potential for building climate resilience in Bangladesh, including resilience of the vulnerable communities dependent on climate-sensitive sectors for livelihoods.
Thus, there is a need to reorient the TVET system to align it with national policy and planning goals related to climate change. For instance, the Mujib Climate Prosperity Plan Decade 2030 includes strategic investments in low-carbon development initiatives and tackling frontline climate threats, including creation of 4.1 million new climate-resilient jobs. Similarly, the National Skills Development Policy 2020
identifies specific green skills that are required, such as in energy saving and waste management technologies. Such reorientation can contribute to the Technical Education Modernization Program 2024–2029 that focuses on policy reforms to the TVET system.
