Strategy Brief Resilient Jakarta

As a delta city and one of the fastest sinking cities globally, Indonesia’s largest city faces various shocks and stresses. Population growth and rapid urbanization exacerbate issues such as congestion, crime rates, water scarcity, and the demand for wastewater and waste services. Jakarta and its surrounding areas, collectively known as Jabodetabek, are poised to become the world’s largest megacity, with an estimated population of 35.6 million people. However, limited investment in public transport and fragmented governance in the metropolitan region pose significant challenges for the Jakarta government.

At the human scale, the inadequate coverage of essential services in DKI Jakarta, particularly relating to clean water, wastewater, and waste management, increases the health risks for citizens. Jakarta’s resilience strategy represents a strategic and tactical response, grounded in the concept of Jakarta as a City 4.0, where the government acts as a collaborator and communities as co-creators. This strategy was developed collaboratively with hundreds of stakeholders from government, community, and business sectors.

The strategy aims to achieve three resilience pillars: WELL-PREPARED Jakarta, HEALTHY Jakarta, and CONNECTED Jakarta. It leverages ongoing resilience initiatives, fostering broader and more impactful collaborations. Consequently, this strategy serves as a roadmap to realize Jakarta’s Resilience Vision: “A Resilient Jakarta that ensures equal opportunities for all its citizens to live safely, healthily, prosperously, and happily through public service and innovation.”
