The Climate High-Level Champions and the Marrakech Partnership for Global Climate Action have officially released their 2026 Work Programme, marking the first operational phase of the 2026–2030 Five-Year Vision launched at COP30. This strategic shift moves international climate policy from negotiation and target-setting directly into rapid, large-scale implementation.
Designed to operationalize the outcomes of the UN’s first Global Stocktake (GST), the programme accelerates national climate goals by aligning non-Party stakeholder actions directly with Nationally Determined Contributions (NDCs) and National Adaptation Plans (NAPs), while establishing baseline progress for the upcoming second Global Stocktake.

The 2026 Work Programme introduces a structured governance framework to translate global climate pledges into measurable real-economy impacts:
- 30 Key Objectives across 6 Thematic Axes: Establishes targeted benchmarks covering key sectors including energy transition, nature-based solutions, human settlements, industry, transport, and finance.
- 120 Plans to Accelerate Solutions (PAS): Serves as the primary operational vehicles for localized, concrete project delivery.
- Activation & Axis Coordination Groups: Specialized execution teams formed under newly published Terms of Reference to coordinate stakeholders, track implementation metrics, and overcome operational barriers.
- 2026 Mid-Year Snapshot: Provides early empirical tracking of collective non-Party stakeholder contributions and implementation progress toward COP31 priorities.

Taking place from 7 to 11 September 2026 in Baku, Azerbaijan, UNFCCC Climate Week 4 bridges high-level intergovernmental policy with regional execution across Eurasia and globally.
