First global tax on GHG emissions

The tides are shifting in the maritime world. The International Maritime Organisation (IMO) has officially approved the world’s first global carbon tax on greenhouse gas (GHG) emissions from ships a move that marks a major turning point in how one of the planet’s most hard to abate industries addresses climate change.

Starting in 2028, vessels will face a minimum charge of $100 per tonne of CO₂ emitted. Ships that continue relying on conventional fossil fuels will be penalized further, paying up to $380 per tonne for the most carbon-intensive portion of their emissions. The message is clear: transition to cleaner fuels or pay the price.

The Numbers
By 2030, this carbon pricing mechanism is expected to raise an estimated $30–40 billion in revenue, or around $10 billion annually. But it’s not just about raising funds it’s about transforming a sector responsible for nearly 3% of global emissions.

The Challenge
Yet, while groundbreaking, the plan reveals a gap between ambition and impact. Projections suggest the policy could deliver just a 10% absolute emissions reduction by 2030 falling short of the IMO’s own 2023 revised strategy calling for at least 20% by 2030, with a stretch goal of 30%.

Where Will the Money Go?
Notably, the revenues will be ringfenced exclusively for decarbonizing the maritime sector, rather than contributing to broader climate finance for developing nations a point that may spark debate as the world grapples with climate equity and shared responsibility.

What’s undeniable is that this carbon levy creates a powerful financial incentive for shipping companies to accelerate their transition to lower-carbon fuel mixes and innovative propulsion technologies. It’s a reminder that climate action isn’t just about pledges it’s about policy, pricing, and pressure.
