Implementation Of New Urban Agenda

The Government of the Republic of Indonesia is pleased to present the Second National Report on the implementation of the New Urban Agenda (NUA) in Indonesia. This report was prepared as a manifestation of Indonesia’s commitment to sustainable urban development and a reflection on the achievements, challenges, and lessons learned during the 2021–2025 period. Through this report, it is hoped that stakeholders, within the country and abroad, can get a comprehensive picture of Indonesia’s contribution to the global urban development agenda.
Between 2021 and 2025, Indonesia is confronted with multifaceted issues, including recovery from the COVID-19 pandemic, rapid urbanisation, regional disparities, and a pressing demand for sustainable infrastructure and affordable housing. This period also coincides with a period of government transition, which provides an opportunity to emphasise the importance of cross-period policies and strategies in sustainable urban development.
The Asta Cita, Indonesia’s eight national development priorities, are closely linked to NUA’s vision and principles in promoting sustainable urban development. In NUA’s perspective, urban development is not only seen as a physical and infrastructural process, but also as a key instrument to create social justice, economic prosperity, and environmental sustainability. Several aspects of the Asta Cita, such as improving people’s quality of life, strengthening connectivity and infrastructure, and developing from the periphery, align with the NUA pillars that emphasize inclusivity, participation, and urban resilience.
The elaboration of Asta Cita at the urban level involves reducing spatial inequality, promoting equitable and environmentally sound spatial planning, and providing basic access to essential services such as drinking water, sanitation, decent housing, and public transportation. The synergy between the Asta Cita and NUA is a strategic basis to ensure that the growth of urban areas in Indonesia is not only rapid, but also equitable, resilient to crises, and able to accommodate the needs of all groups of society, including future generations.
The NUA report provides an overview of Indonesia’s concrete support for various UN-Habitat General Assembly resolutions, such as the transformation of informal settlements, strengthening sustainable urban planning, integrating climate change issues, and conserving biodiversity in spatial planning. All of these resolutions become the foundation for shaping policy direction and conducting real actions at the national level.
Finally, this report does not only serve as an evaluation tool for what has been achieved, as a reflection of the second quarter journey, but also as a strategic foothold for the journey ahead towards achieving the NUA 2036 vision. Hopefully, this report can be considered as a valuable reference and inspire further collaboration among all stakeholders in creating more liveable cities and settlements for all.
