The future of public transport: well-funded, equitable and resilient

In the face of mounting global challenges-climate change, health crises, deepening inequity, and economic uncertainty-public transport stands out as a lifeline for cities. Recognizing this, ITDP and VREF brought together leading minds from across the world in the 2022-2023 MOBILIZE Learning Lab, a year-long journey to reimagine the future of urban mobility.
This was not just another conference. It was a collaborative laboratory where researchers, practitioners, and advocates confronted the tough questions: How can cities ensure that public transport is not only accessible, but also resilient and just? How can we make sure that buses, trains, and informal transit systems serve everyone-not just the privileged few?
The Learning Lab’s focus was sharp and urgent. Rather than chasing the latest technological trends, participants zeroed in on the core pillars that will determine the future of public transport: equity, resilience, and financial sustainability. The conversations went beyond theory, drawing on lived experiences and real-world case studies, including a hands-on exploration of Bogotá’s innovative approaches to bus electrification, gender equity, and workforce diversity.
Key Insights and Takeaways
- Public Transport as a Public Service: High-quality, reliable transit is essential for social inclusion and economic opportunity, especially in lower- and middle-income countries where it is often the only option for millions.
- Equity at the Center: True progress means addressing the needs of all communities, with special attention to low-income and vulnerable populations. This requires not just better infrastructure, but also affordable fares, comprehensive coverage, and inclusive workforce policies.
- Resilience for the Future: The COVID-19 pandemic exposed vulnerabilities in funding and operations. Building resilient systems means investing in both infrastructure and the people who keep cities moving.
- Funding Beyond Fares: Relying solely on fare revenue leads to gaps in service and affordability. Sustainable public investment and innovative financing are crucial to ensure that public transport can deliver on its promise for all.
Moving Forward
The MOBILIZE Learning Lab’s work is a call to action. Cities must treat public transport as a vital public good, deserving of robust investment, thoughtful planning, and unwavering commitment to equity and resilience. Only then can urban mobility become a force for climate action, economic vitality, and social justice-transforming not just how we move, but how we live.
